Sometimes yes.  Are you using a 1S battery or a 2S+ battery?  Sometimes you'll get that blink when the voltage booster is toast.  Try a 2S battery and see if it blinks.

I think the other reason for that blinking is if you've set the wrong motor type.

I checked the setting and used a 2s battery but no luck. I figured it was toast

  That code means that you have the wrong motor type set or that you have a short in a wire somewhere.
  If the esc flashes at you then it will work there is no code for dead esc. When they are dead they just wont fire up.
  I've had this problem before and it can be very frustrating. You just need to check all your wires soldering joints esc settings even the sensor wire. Then try recalibrating the esc too.
